Form S1 (formerly the E106) is the entitlement document issued by NHS Overseas Healthcare Services confirming that the UK government will fund your state healthcare in the EU country, Switzerland, Norway, Iceland, or Liechtenstein where you live. It gives you the same access to public healthcare as a resident of that country, with the cost billed back to the UK rather than to you or your new country of residence. An S1 does not cover private healthcare.
S1s are most commonly issued to UK State Pensioners moving to live permanently in the EU, Switzerland, Norway, Iceland, or Liechtenstein. You may also qualify if you're a worker posted abroad temporarily by a UK employer, a frontier worker who lives in one country and works in another, or someone receiving certain other exportable UK benefits. Dependants of an eligible person are usually covered too, though a dependant's S1 is cancelled and reissued if the pensioner they rely on applies for their own S1.
If you're already receiving your UK State Pension, you can apply for an S1 online up to 90 days before you move, using a temporary address in your new country if you don't yet have a permanent one. Applicants moving to Switzerland, Norway, Iceland, or Liechtenstein can't apply online and must contact NHS Overseas Healthcare Services directly, as must posted workers and other exportable-benefit claimants. Once issued, you'll need to give NHS Overseas Healthcare Services your permanent address as soon as you have one.
Getting an S1 doesn't give you healthcare automatically. You must register it with the relevant health authority in your country of residence (for example, the ASL in Italy or the Seguridad Social in Spain) before you can access care. If you already hold a UK-issued EHIC or GHIC, you should stop using it and return it once your S1 is registered abroad; you can then apply for a new UK GHIC or EHIC to cover you for temporary visits elsewhere in the EU, Switzerland, Norway, Iceland, or Liechtenstein.
