First published in November 2011, it sits within the broader V888 family of vehicle-keeper enquiry forms alongside V888 (individuals) and V888/2A/2B (companies with other reasonable-cause enquiries).

Who can use Form V888/3?

Only companies that are accredited members of a DVLA-recognised Trade Association — currently the British Parking Association (BPA) or the International Parking Community (IPC) — can obtain keeper data through V888/3. Accreditation requires the parking operator to sign up to the Trade Association's Code of Practice, covering fair signage, grace periods, appeals procedures, and reasonable charge amounts. Non-accredited operators cannot access DVLA keeper data for parking enforcement purposes, regardless of the circumstances.

Why does the DVLA require "reasonable cause" for this form?
